    Question:

    How can I create a shipping rule that uses rtr instead of a flat rate?

    That's not possible at this time. Shipping rules can only be used to create your own custom shipping rates. They cannot be used to control when real time rates are offered.

    We will be adding support for this in the future. I don't have a release date for it.
