Payment methods that only apply to orders from certain regions

I just set up PayPal on the store so that my client can accept orders from Australia. I've added a shipping rule to add the appropriate additional shipping/handling fees to the order total, but the order form shows all the payment methods available - Visa, Master Card, Discover, and PayPal.

Is there a way to cause only the PayPal method to appear on the order form when the customer if from Australia?
