Merchant config file is missing, empty or cannot be read

Hi, Jamie!

Not long ago I moved my site from the /store directory to the /cart directory and I just tried to run a purchas through and got the following:

An error occurred while processing your transaction:
SGS-020005: Error (Merchant config file is missing, empty or cannot be read).

What's my first step tp debugging this?
