shipping with zones and options

Anyone know how to set shipping with different postal zones? with different product options like this?

Is it done with rules? that seems like a god awful amount of work

I use USPS and I gave up trying to figure out all the zones ect. I ship pond supplies and live plants and the sizes and weights made it impossible to precalculate shipping. I had 3 sets of shipping based on what was being ordered and customer either selected the wrong shipping rate due to not reading shipping information or hopeing I would not notice they had selected wrong rate for what was ordered.

I ended up going to a minimum $5.00 S&H and anything over that I adjust the shipping to actual cost plus a $2.50 packing charge once the oprder is boxed up. Not perfect but it seems to be working
