Is there any way to create a weight-based or size-based shipping rule as a way of accounting for packaging weight? The idea would be to specify a bands of product weight and product size which subsequently require an additional weight of packaging? For example, for items weighing less than 1lb then add 8oz of weight for packaging, for items between 1lb and 5lb add 1.5lb of packaging, etc.

The weight of packaging can make a big difference to the shipping cost.

If this cannot be done with rules how are other users accommodating for the additional weight of packaging?
