Special Characters Problem Back

Using SC 2.4.2 and Rich Text 1.06.

Seems the old problem with special characters such a a-umlaut and plus minus
is back!

Just noticed as I am revising categories for a 2nd quarter push.

Is there someting else I should be doing?

For me, RTE is converting "•" (ascii 0x95) characters to "%u2022". I even tried replacing the character with "•" but all I get is "•"...
