is there a way to show subcategories in the nav window all the time?

No. We will be adding this as a feature.

its now 2010. has this feature been added? I'm new and I still cant find how to show the subcategies on the menu all the time.

Yes. Set Expand Categories to always on your Visual Settings page in the control panel.
