Canadian Taxes

Hi guys,

I just noticed that if there's two tax rules for a province/state
it seems that squirrelcart only applies one.

However, in Canada, there's provincial (PST) and country (GST)
sales taxes, so it would be good if we could separate those.

Currently I just have changed the tax to reflect the total
percentage as a workaround.

PS: Nasty tidbit: Some provinces charge their tax on top of the
GST, others don't :confused:
