State selection stuff

For those of us not in the usa, the ability to have 3 letter state abbreviations would be handy. I found the notice in support about editing the stats in phpmyadmin - have done, but it chops the 3rd char on abbrv.

thinking.. if i change the value for char in phpmyadmin to 3 will that break the shopping cart in anyway? I'll do that if you think it will work ok.
