I am using PayPal is there a way to have my customers bypass

having to enter signup information in my cart. I dont need to collect their billing or shipping since Paypal already does that and I don't my customers to have to enter the information twice.

There may be a way- but you can also pass that information to paypal so that their form is prepopulated.
