Is there a link for where to register for the US Post office real time rates, and, does it cost anything?

Register online to use USPS Web Tools at the following URL: http://www.uspsprioritymail.com/et_regcert.htmlMake sure you follow the rest of the steps, especially number 3. There is no need to use the test URL that USPS provides in their email.

There are no fees to use the USPS Web Tools.
