Real Time Rates not working

I am having a problem with getting real time rates to work for both UPS and USPS. I have opened an account with both of them, entered the correct account info into the shipping couriers detail pages. I have enabled RTRs for both and set priorities for both to 2 in the Squirrelcart admin. I have a simple rule set up to add 15% to the total for shipping in case the RTR doesn't work. The RTR's aren't coming up at all. By the way, my USPS account is already authorized for production mode and the link is set accordingly (http://production.shippingapis.com/shippingapi.dll).

Even when I try to simply use the backend UPS Rates & Services checker, I get this:
Error Code: 10001
Error Description: The XML document is not well formed


My server status is:
PHP version is OK
MySQL version is OK
CURL is enabled
EXPAT library is installed

Any ideas?
