....and now I can't get RTR's with either UPS or USPS. I am set up with both, both are enabled. How do I get them back, to show up in the rules?

Deleting the included shipping rules shouldn't impact the use of USPS or UPS real time rates. It is suggested that one rule be in place should RTR fail. That way your customer will be charged some pre-determined amount for shipping.
If RTR isn't working there may be another issue. If you open a ticket, providing your cart's URL and a username with admin rights, we'll take a look for you.
