Restricted Shipping-Alcohol Limitations

Does your package offer any method of restricting the delivery of a product to a specific state(s)? Specifcally, wine is only allowed in reciprocal shipping states. This is important to many of my customers and I need a shopping cart package that will address this legal snag for products. Thank you for your time.
