Blank Shipping Page

I'm working on my site today and have decided to go with Rules instead of Real Time Shipping, to avoid cheating myself.

I'm testing things out and my shipping method page is coming up blank.

I've only added 2 rules so far to see if I'm going in the right direction and I have disabled all other "Shipping Couriers" (even though it was blank when I had USPS enabled too).

What's going on?

I figured it out. After much playing around I think part of my problem was I was adding a $ dollar sign to the shipping cost. I think there were other things I was doing wrong, but that's one I thought of off the top of my head.
