Can we do delivery confirmation and insurance? How?

Can we tell people who are international that we will contact them with their shipping cost? (Alternatively, will USPS RTR be available for international within then next month or two?)

There is no easy way to do this.

Can we tell people who are international that we will contact them with their shipping cost?

Yes. Create a Shipping Courier called "International". The create a Shipping Method for that courier named "Will contact for shipping rates" or similar. Then, go back to your new courier record and enable the shipping method you just created. Then, make a shipping rule like this:

Name: International
Apply When: Country Is
Operator: not equal to
Value: United States (or your country if different)
Shipping Cost: 0
Apply to Shipping Type: International
Apply to Shipping Method: will contact for shipping rates
Priority: 3 (if you are using RTR rates, they have a priority of 2, so this should override them when the rule applies).
